The Transmitter Parts are a material exclusive to The Last Broadcast DLC. There is a single instance of this item per playthrough. It can be obtained one of two locations depending on the player's choices. They are necessary to fix the Transmitter and complete a playthrough.

In a run where Esma makes at least two dishonest choices, the item can be obtained from Franko, who will give them to you in exchange for a Photo Album that had been left at his former home. Its located on the third floor in the left-most room. Two armed thugs occupy the building.
