The Photo Album is an item exclusive to The Last Broadcast DLC. In one of the game's routes, Franko will request you recover it from his former home, the Ruined Block of Flats. In exchange, he will give you the Transmitter Parts, which can be used to fix the Transmitter.
Two armed thugs occupy the Flats. The photo album is found on the top floor in the left-most room.
